is this:

"What do you call someone who speaks two languages?" Answer: "Bilingual". 

"What do you call someone who speaks one language?" Answer: "An American".

You are right.  There is some confusion about who said it 
first.  I thought George Bernard Shaw said it first, but my 
good friend G4WIF insists it was Churchill.  I fear he may 
be right!  But whoever said it was very astute!
