[Elecraft] ANN: KComm 1.3 for Windows now released

KComm version 1.3 for Windows has now been released on my website. KComm is a
logging program for Elecraft K2 and K3 transceivers. For more information
see the link in my signature below.

Main changes:
- Integrated DX Cluster client added.
- Support for external CWGet decoder removed.
- Experimental integrated soundcard CW decoder added.
- Support for CW Skimmer added.
