John,

The resistance of the choke is quite small in comparison with the 1k 
resistor that you should be able to measure the choke with the resistor 
in parallel.  BUT if you want to check the resistance of the resistor, 
it would be necessary to disconnect one end because the choke would 
predominate the measurement.  You may want to review the ARRL Handbook 
or other resource for information about paralleled resistors.
