Doug,

Transmit phase noise is the composite of both the local oscillator phase 
noise (which also impacts RX) and any additional transmit noise 
generated in the TX chain. In most rigs it should be very close to RX 
phase noise.  It also gives you a feel for the broadband noise level of 
any transmitter.

All of the ARRL phase noise plots you have seen in reviews are TX 
composite phase noise.
