John,

The bandpass filter is still suspect even though you can receive, 
although the Low Pass filter is common to these two bands as well.

Rather than guessing, get out your RF probe and turn to the back of the 
manual - look for Transmit Signal Tracing, and follow those steps.  When 
you find a point where the signal is significantly lower than the 
expected value, you will have isolated the problem area. 
Straightforward and methodical testing will lead you to the problem 
faster than a bunch of guesses about where it *might* be.
Another help when one band works and another does not is to compare the 
RF voltages between the bands - they should be similar.
Follow the transmit path on either the schematic or on the block diagram 
printed on the schematic key sheet.
