After looking at your picture I think I would only replace C227, Clean up the board around it, then test it out (in a dummy load).  Don't think the relay is gone but those type of capacitors do sometimes fail.  In your case you were trying to couple good VSWR into the rig but haven't succeeded yet and that capacitor took a voltage spike. Those capacitors do emit a lot of smoke when they fail.
