thanks for info Don, I found prob to be that I soldered C45 (on  bottom of control board) to U7 instead of U8. 
However, during testing  the voltage/current display (Pp 43, left column, step 2) showed E15.2,0.008. 
The 2,0.008 portion was fluxuatating. Is this a prob? ..Dennis Vavra  AD5LY
