[Elecraft] shaft encoder... re-wire for less stress

I found that time to time a get a cold solder on wires that connect  
the shaft encoder. The shaft encoder stop responding and I must do a  
gentle «tap» on it  if I want to use it. I also found that the green  
wires used to connect the shaft encoder to the board are quite hard  
and not flexible for the lenght we use provide.

I now use ribbon cable and a little bit of heat shrink to prevent any  
short circuit. with the control panel.

It is not a big deal, but I really think it is now more flexible and  
give less stress on the wires when you need to dessamble all the  
front panel.
