Yes, I have a piece of tape installed to prevent L33 from touching the
cover, this is not the problem.
 
The VCO instability in my case appears to be related to grounding of the
bottom cover. I have isolated the stud on the right side referenced to
the unit being upside down with the front panel facing you. I no longer
have the buzzing noise ( PLL VCO ) instability at or near 7180 KHz.
