Hi Robert and All,
It is exactly what they are looking for.  Just follow their instructions for
writing at:
http://www.arrl.org/qst/aguide/
I followed the instructions and have an article scheduled for the April QST
issue.  It is amazing what they do to your submitted material to get it to
look good in QST.  They specifically don't want you to format it like it
would appear in the magazine.  In fact text and graphics need to be kept
separate.   Just do it.  Its fun.
