[Elecraft] K3's Transmit Inihibit function (TX INH)

Hi all,

I've just added the TX INH function and its associated menu entry to 
the K3. Just in case you have no clue what this is: it provides a way 
for an external station controller to determine which of two or more 
transceivers can have access to resources such as an amplifier. It's 
typically used in multi-op contest situations.

By popular demand, the TX inhibit level can be *either* active-low or 
active-high. Thus the TX INH menu entry has three settings:

    OFF     (no TX inhibit)
    LO=INH  (a logic 0 inhibits transmit)
    HI=INH  (a logic 1, 5 V, inhibits transmit)

I'm testing this feature right now, and it should be in the next 
production firmware release.
