[Elecraft] Firmware updates for EU bands

Does that requirement exist for home built equipment?  Surely you could 
argue that the K3 is something you built yourself.

Except for the Foundation level, the authorities seem to take the 
attitude, "We publish the band limits, you stick within them, or you 
will experience sanctions."
