I agree with Rich.  Be vigilant about this.  I always forward these to the spoof at ebay.com and usually to my ISP as well.  Sometimes you may notice an IP address in the email when "hovering" the mouse over the supposed link and I check who the IP is assigned to. Many times it comes from some Asian areas which may be harder to get shut down.  But I've noticed that the ones that come from within the US are generally shut down within a matter of hours from the time that I forward to my ISP & spoof at ebay.com (or similar for PayPal).
