At D2, the AC voltage could be power supply ripple, but the regulators
should smooth that out.

Because you show about the same AC voltage at all these points, the most
likely problem is your DMM.  You might confirm that by turning the power
switch to OFF and checking the AC voltage at D2. If you still find the same
150 mv ripple, it is most likely hum pickup on your DMM.

I would continue building and recheck later after locating another DMM that
you could borrow.
