[Elecraft] KPA100 No PA PS??

Here are my voltage readings taken from everything on page 23:

U1 pin 1 - 1.35v
U1 pin 7 - 1.97v
U1 pin 13 - .00
U1 pin 14 - .6
U1 pin 15 - .4
U1 pin 20 - 1.2
U1 pin 27 - 2.0
U1 pin 28 - 2.0
U2 pin 10 - 13.4
U4 pin 1 - 13.4
U4 pin 11 - 1.4
U5 pin 1 - .05
U5 pin 7 - .05
U6 pin 6 - .01

Definitely some problems there.  Sounds like U1 is bad???
