[Elecraft] Tuning Rate and other wants

If you are willing to do a bit of hardware work, installing a different 
tuning encoder will either double or quadruple the tuning rates.  I have 
the 400 step/rev encoders in my radios and find them quite acceptable.  
The encoders used to be available at Mouser, but the last one I bought I 
had to get directly from the vendor.  About $40 and about an hour of work.
