If you choose to use Copperweld, be very careful to not
nick the copper cladding, or the steel will eventually rust
and the thing will come crashing down.  Copperweld wire
also needs gentle bends and hopefully lead-lined holes
in any insulators.

I would suggest you contact your power company, especially
since it's a 'public interest' (EOC) project.  They'd probably
welcome some PR publicity.  I'm a power company retiree
and I can tell you that they always have "scraps" in a bin
that are really not long enough to use and an appropiate
piece might be had for a contribution the the line crew's coffee
fund.  Their "normal" #12 to #8 hard-drawn wire is certainly
up to your needs.  

They also have some pretty nifty short fibreglas guy insulators 
just made for your antenna.  Think "stout"!  I use these in the
guys for my four towers.

If you were here in Montana I'd fix you up with everything
you need for the project ... I have thousands of feet of the
stuff.  I have 120 radials under my 80/160 vertical made from
the stuff.

I built and installed such an antenna at our EOC about 15 
years ago and it's still there ... although the EOC isn't.
(Police union wouldn't allow us to function.)  &%^$%^'s !!
