Keep in mind that this is an international list, and that isn't
necessarily the case.
The UK has different and explicit rules, for example.
Does Canada have an explicit rule?

And the FCC has NO rule, so, in their jurisdiction, you can do as you
wish.  

In fact, since the DXCC rules require the station to be completely
ashore, if DXCC is an issue, it's less confusing if you were to use
/MM anytime you're on a boat, even moored to a quay.

   Signing "/MM" or "Maritime Mobile" ... or "Aeronautical
   Mobile" for that matter ... is only correct if one is beyond
   the 12 mile limit.  In the cases above "/M" or "Mobile" is
   the correct ID.
