I mess things up some where?

I am building a K1 and things were doing 
fine till.

In the manual, page 37, 'Relays (Filter 
Board and Attenuator)' 4th step, "Tap 
the band two or more times quickly to 
return to 7.0MHz."

The problem is the bands do not change, 
the LCD remains on 7.0.  Attenuator 
works.

I have checked all the solder spots for 
cold solder, Parts placements. What aren't 
I doing right?
