If you read that site you will find that equipment put on the market 
before July next year and rework of that equipment is exempt from the 
legislation. There is some suggestion that lead free solder can be 
used for repair of older equipment, but there is confusion on this 
point. The vast majority of service work I do will be on equipment in 
this category.

The list of exemptions seems to be growing longer by the day. It may 
well be that by next year virtually everything will be exempt....

And to answer the original question, it is certainly OK to solder 
Elecraft kits bought before next July with common 60/40 lead/tin 
solder.
