[Elecraft] Can the external Auto Tuner be used with other rigs?

The T1 tuner is the only one that might do that current job for you.
Look at http://www.elecraft.com/T1/T1_FAQ1.htm for the specifics.

The KAT2 and KAT100 must have a K2 attached to operate, and they cannot be
remotely located.
