Okay! I found the problem. I had reversed leads #1 #3 on T1. After 
correcting this power out in TUNE shown as P3.0 and the DL1 read 7.06 v 
which is where it should be, and SWR  = "r1.0". I hooked up a 30m 
antenna and got an SWR of "r4.5". Man you could hear the relay chatter. 
I even got a NULL on C9 of 1.5mv on my DDM's 200mv scale
