[Elecraft] DUH on the KAT 100 Resistance Checks

Please accept my apologies for wasting the bandwidth.  I was suffering from
a case of "Cranial Rectal Inversion" I was not counting the pins on U2
correctly.  Resistance checks okay.  KAT 100 passed initial tests.
