[Elecraft] K2-VCO problems

I have built to the VCO test on p. 60 of my manual. I am supposed to get a
frequency counter reading of 8 to 10 MHz range. I read 12424.11.

I have not been able to find where I need to go in the Troubleshooting section
to figure out what I've done wrong.

There are a couple of things I'm not sure of. Could T-5 be the culprit? I have
continuity across all four wires, and I think I probably need to rewind it, but
that's all I can figure out.

Any ideas??
