[Elecraft] short circuit varactor diodes 1SV149

Chris and all,

This is another one of those subjects that come up from time to time - and
each time, the answer is -- Don't Worry -- Even if that VERY short varactor
leg is connected inside (unlikely, but I don't really know), the insulation
afforded by the RF Board masking is sufficient to provide adequate
insulation.  So just put those 1SV149s down close to the board - of course,
don't force them and scrape off the PC board masking in the process - just
use good old fashioned common sense.
