[Elecraft] K2 PLL Reference Oscillator Range Test (Page 60 K2 Owners Manual) Help Please!

Going back over my k2 I new my pll range test did not check good.
REF High Freq.=12099
REF Low Freq.=12090
It comes out to 9
I have check it several times and always a 9.

The Manual states:
The range must be between 9.8 and 15khz
if not see troublshooting.

I have my ssb board in and voice going but im off freq in receive and
transmitt.
It varies from band to band and im checking with my 706mk2g.


Please tell me some things to check.
