I'm sure you've already done this, but did you adjust the trimmer pot on the
ATU per the ATU instructions?  That will most definitely make a difference
in the readings you get.

when in the tune mode I get P0.5 and SWR -  changes between 9.9 and
sometimes to 1.0 is this normal.
