[Elecraft] KX-1 Low Power Output on 14 MHz

Maybe someone can help.
My KX-1 delivers low power on 14 MHz.
Here is what I've found:

7 MHz	9V	1.46 watts
14 MHz	9V	0.8 watts
7 MHz 13.8V	4 watts		510MA
14 MHz 13.8V	2.7 watts	600MA

I have tried adjusting L1, L2 and T1 but power stays low on 14 MHz.
I have tried changing the values of R11 and R30.  Power went up, but the
Difference in power output between 7 and 14 MHz stayed the same.

The specs in the manual for 12V are 3-4 watts, and for 9V are 1.5-2
watts.
