[Elecraft] License Exams

I don't think they were wrong if I tell you the way it was... Maybe I was 
not clear at first. Here are two guys that know nothing about ham radio. 
They attend the beginning of a General Class. The instructor said you must 
take the Tech. exam first before you can take the general class license 
exam. I think that is correct.
