Hi George,
                 The only voltages you quote that are a bit low are derived 
by the AGC and they would be low with the set out of alignment anyway,
If you are getting the broadcast station by touching pin 4 of U2, the audio 
stages are working anyway!
Don't get mixed up with the voltages for U1 in the "Appendix E Trouble 
shooting page 7" table . It is easy to select the U1 voltages for the 
*Front panel*  and not the *RF * board U1 .   The U1 voltages you need to 
check against is in column 12 of the Table.
It would be interesting to know how far through the Stage 1 testing you 
got, and why you suspect U1 and U2 as the problem?
