[Elecraft] using the Heil Proset K2

I just finished the last module on my K2, the SSB Adapter.  I now have 
the DSP/clock installed as well as the battery power.  Things seem OK 
except for one thing.  This morning when, for the first time, I tested 
SSB transmit using VOX (I haven't installed a PTT switch), I do get 
transmission OK except that when I quit talking the received signal in 
the headphones seems semi-muted and will not return to full receive 
volume unless I cycle through the mode switch back to L (I am on 40 
m.).  And I cannot seem to turn VOX off.

What am I missing?
