[Elecraft] KAT100 problem, no relays click

Hello all,

 

I have a problem with my KAT100.

 

I just built the kit and with the first tests not a single relay is
clicking.

The ledbar is working fine.

I measured at pin 12 of U2, it had a short circuit to GND, only if U1
installed.

 

Is it right to assume U1 is the problem?
