With the sunspot cycle at its present low state, that may just be normal.  I
have not heard many signals on bands higher than 20 meters lately except for
an occasional band opening.

OTOH, if you have taken the lack of viable signals on the higher bands onto
proper account, you may have some problem with the bandpass filters.  Peak
the bandpass filters in transmit mode (becuase you can discern the peak
better than in receive mode), and if that doesn't cure it, you may just want
to blame it on band conditions, or look for some other problem - like preamp
off or RANT set to on with no receive antenna connected.
