Bill:

A service monitor is a piece of test equipment that contains a calibrated 
frequency generator calibrated output in both frequency and amplitude, a 
frequency meter for measring and setting an oscillator ot the correct 
frequency and usually a deviation and amplitude modulation meter.  Some even 
contain a spectrum analyzer and wattmeter in them.  It is an all in one 
service instrument used in the two way radio service shops.
