Ah, I think I'm alright. U3 is a TC4427 which mouser says is a Dual 
High-Speed Power MOSFET Driver. It's spec sheet says: Wide input supply 
voltage operating range: 4.5v - 18v. Mouser has a pretty cool site I think.
