Does anyone know what the 8volt current is during receive?

My *R voltage is about 6.7v, yet it shows 8 during a no load test and the RF
board
resistance reading in excess of 1K.

I'm wondering because the 2N3906 only has an HFe of 20 at the 80ma. the 8R
draws.
When the 2N7000 pulls the 3.9k base resister to 0v, it's only drawing 1.9ma.
