   The shimmy, shakes are not, most likely, due to wheel imbalance or 
lack of true.  The imbalance would be felt just as a bumping; lack of 
true would not be felt at all unless it was bad enough to be rubbing 
the break.  But if your entire frame starts to shake, it is oscillation 
of the frame due to a poor frame design/construction.  This is indeed 
very frightening and potentially very dangerous, particularly when 
going down a steep hill (a good 1 in 4 grade or so) with a good load 
(such as camping gear) when it is difficult to keep speed under 
control.  The problem is not easily rid of beyond getting a new, well 
constructed bike.
    Just to keep this post in the realm of the Elecraft reflector, let 
me note that you would not want to run a K2 mobile on such a bike. :-)
