[Elecraft] Elecraft awards program

Thanks for the offer!  I am missing Delaware (and I have many from
Maryland - go figure), Hawaii (maybe next sun spot cycle!), Kentucky (and I
am in S. C. - go figure), Montana, Nevada, New Hampshire (and I have many
from Vermont - go figure), New Mexico, North Dakota, Utah, Washington, and
Wyoming.
