[Elecraft] FCC Amplifier Relaxation?

It is possible they are offering this up as a concession for the interefence
they know BPL will add.  So if you can't keep the noise down because you have
to make sure the BPL PAC is happy then I guess you can make it easier for the
average ham to transmit over it with fewer restrictions on power amplifiers.
