[Elecraft] time for a forum in stead of mailinglist

QST:

Pieter took down the experimental forum -- to many sources of questions
for the Official Answer-Givers, perhaps.  He still has the server running,
but changed the location of the service.  If you want to see what a PHPBB
forum looks like, you can contact him directly, or maybe he'll post to the
list, but given the reasoning for taking it down, I would assume (caveat
emptor) that he won't post the new URL to the list.  (JMO)

(I was chatting with him earlier in the Elecraft IRC channel; come join
in -- the water's fine.)
