Paul,

First, check all your soldering carefully - especially check for solder
bridges - then...

Your search should start with a review of the schematic - start on the RF
board, page 2 of 2 (loere right hand area). The 12 VDC comes in J4 and
first goes through D16 - check the voltage on each side of D16 - if there is
no voltage on EITHER side, you should look at the input connector or your
power source, but if you see voltage on one side (or both), start tracing at
the output side of D16 - i.e. through the switch, then on to all points on
the schematic labeled '12V' - you will need voltage at all these points.
When you finally get to the regulator chain (U5 and U6 on sht. 1 of 2 for
the RF board, check the 'OUT' pin of these regulators too. Somewhere along
this process, you will find where the voltage is going astray and you can
home in on the problem area - where you find the voltage is much lower than
expected will be very near the problem.
