[Elecraft] Resistance Checks

I'm building the front panel of a K1 and am checking the resistance between 
adjacent pads on the top side of the board for U1 (PIC16C77MCU). The 
instructions are a little unclear about which adjacent you mean. In this 
case does adjacent mean pins 1 and 2 or pins 1 and 40? The reason for my 
question is reisitance drops low between pins 11 and 12 (VDD and VSS) and 
again between pins 31 and 32 (VSS and VDD). Is this normal or do I have a 
problem. When I check pin 1 to 40 all the way through they are all open.
