It is regulated by the Public Corporation Commission.  It is permitted a
certain "profit" to pay its stockholders a modest return for loaning
capital.  If its profits exceed that which is allowed, then it must return
those profits by reducing rates.  i don't know how much of its energy it
produces and how much it buys from private competing energy producers.  As I
customer, I have no choice from whom I buy power.

If PNM were to profit from BPL, it would have to return that profit to the
public while displacing internet service provider jobs in the private
sector.  i don't think a regulated public service company should be allowed
to take advantage of its position competing in another industry.

Perhaps circumstances are different elsewhere.
