In the K2, the LO is above the selected band and IF on some bands, and below it on others. This means that on SSB, with the BFO at a given setting, you will receive USB on some bands and SSB on others.
On CW, this means that for a given BFO setting, some bands will tune differently from others. On some bands, as you tune the dial higher in frequency, you will first hear a signal at a high pitch and as you continue tuning it will go lower and lower. On other bands the reverse will happen. If you change the BFO setting to the other side of the passband, things will reverse.
"CW Reverse" allows you to assign two BFO settings to each CW filter setting, so that you can have any band tune either way. But you cannot set things so that all bands tune CW the same way without using CW Reverse.
The quoted poster finds this fact highly annoying.
Why did Elecraft set things up this way? My theory is that the K2 filter is somewhat asymmetrical in passband, and the "normal" BFO setting is on the "good" filter side.
The "problem" could theoretically be fixed in firmware. Personally I'd rather have it the way it is.
