I must refer folks to the L. B. Cebik excellent web site where he finds by
math analysis that adding radials to a half wave vertical does not
appreciably add to its excellent performance alone.

I respect ON 4UN, and his book is excellent, but mathematical analysis by L.
B. is rigorous and he uses various tests of reasonableness for his results.
John D. may be discussing particular verticals he has used in Europe under
his particular earth conditions.  I will have to get out my copy of his book
and see, but my own experiments with center fed half wave equivalent
antennas has been very favorable, near the sea or not.  Particularly over
the poor soil of this part of Central TX which is rocky and not easy to get
a reasonable RF earth ground established.  I have tested right on the beach
as well as inland with Force 12 verticals which are loaded half wave
equivalents.
