The ground losses incurred by a 1/4 wave antenna with a poor ground are 
caused by the ground resistance being in series with the radiation 
resistance of the antenna.  In the case of the 1/2 wave antenna, it is 
the current induced in the lossy ground in close proximity to the 
high-voltage end of the antenna.  This can be mitigated by raising the 
antenna away from the ground (someone try this in Eznec and see how high 
it has to go!)
