I take it that you are not referring to the contacts that make the dots 
and dashes, but rather to contact between the arms and the base.  If 
it's possible to bypass them with a small wire, that would do it.  But 
you have probably already thought of this!  Other than having the parts 
gold or silver-plated, I suggest using Caig Deoxit as a cleaner.  It is 
much better than ordinary contact cleaners.
