Hi Earl,

Excellent point, but it's a bit late to be changing things. 

States/provinces/countries could be looked up on QRZ.com after the fact, or
voluntarily added to the exchange. For Elecraft W.A.S. award credit, I don't
believe there is (or should be) a requirement that state be exchanged during a QSO.
