[Elecraft] KAT2 - Dare I go on?

I'm assembling a KAT2. On the control board there's a transformer, T1. After
winding it, I checked for shorted leads. Nil. Then I installed T1. Nice
solder points. But now my ohm-meter says that BOTH THE WINDINGS ARE
SHORT-CIRCUITED. I've studied the schematic, and it seems that it is
possibly OK, but do I dare go on?
