I have an Astron RS-35A (no meters) and have had similar
symptoms to those described on certain frequencies.  Problem?
RF getting back into the supply and causing protection circuit
to shut down.  I am using endfed single wire antenna here, so 
there is considerable RF around in the shack.

Check if your problem is band specific, if it is, you might want
to consider RF problems.  

Just a guess.
